Windsor Locks Police Department & Senior Center

Downes Construction Company provided an initial budget for the Windsor Locks Police Department & Senior Center Project. The town approved construction of a new senior center and police station in 2022. The facilities are being constructed on a 9-acre parcel. Downes was then selected to be the Construction Manager at Risk (CMR) for the construction of this new facilities.


The police department project consists of sitework and site preparation for the completion of a new two-story Police Facility for the Windsor Locks Police Department. The project scope also includes entrance canopies, and outbuilding to support the new facility, program space for public lobby, administrative and general offices, detention cells and a processing space, storage and evidence storage, patrol functions, training rooms, locker rooms, Sally Port vehicle bays, police support functions, meeting rooms, commercial kitchen facility, and a gym for officers to train and exercise.


The new senior center will include aerobics and fitness rooms, a gymnasium, meeting and activity rooms, a card room, a cyber station cafe, a library, a kitchen and pantry, as well as storage, multipurpose rooms and more. Tennis, shuffleboard, bocce ball courts and other outdoor activity areas will also be a part of the completed project.
