Bloomfield Human Services Building

 Downes was the Construction Manager on the Town of Bloomfield’s Human Services Building. The new $25M new building houses both Youth and Senior services. Downes was hired during the Schematic Design phase and assisted the Town with budgets, estimates, schedules, constructibility reviews and a robust value engineering and alternates approach to keep the project within budget. 

There was a significant minority outreach and compliance component to the project and we worked with Bloomfield based C.A. Howard Associates to maximize MWBE participation on the project. The outreach meetings and bid packages were designed to reflect the community’s commitment to diversity. 

Building services include Leisure and Senior Services, Social & Youth Services, Bloomfield Access Television and the Chamber of Commerce. Components include a gymnasium, multipurpose rooms, offices, TV studio, commercial kitchen and dining room, activity and meeting rooms. 

At the conclusion of the project, the existing building was demolished and athletic fields were constructed.
