Mercantile Exchange at Chelsea Harbor

Downes Construction Company provided a guaranteed, fully bonded, Turn- Key project agreement to clients at the Norwich Community Development Corporation (NCDC) for this new office, retail and parking project in the historic downtown. Downes assisted the client in matching the City’s redevelopment goals, the business plan of the nation’s largest resort-casino owners at the Mashantucket Pequot Tribal Nation and economic development interests at the State. 

Design work began in January 2002, following work to secure $11.8 million in private borrowing, $6.15 million in State DECD grant funding and a City grant contribution of $1 million. 

The office and retail portion of the project was approximately 75,000 square feet of class “A” space. A separate, two-level parking structure was constructed for the complex and provides parking for 130 cars. Restoration of the Shannon Building shown here is a portion of the new development. Construction began in July 2002 and was completed March 2004.
