Upon commitment by the State of Connecticut to fund an ambitious redevelopment of the former American Thread mill property, the Windham Mills Development Corporation hired The Downes Group and Downes Construction to manage the complex process.
Downes coordinated grant applications, recommended a scope of work commensurate with budget models they presented, and successfully negotiated cost effective solutions to State DEP environmental issues and State Historical Commission restoration concerns.
The program resulted in over 100,000 square feet of business incubator space, pre-leased to nearly fifty percent occupancy, as well as revitalizing the blighted site that once served as the town’s chief employer.
